"My great ambition is that in terms of pay, and therefore families' quality of life, we come closer to Western Europe, President Andrzej Duda stressed on Thursday as he inaugurated the "590" economic congress in Rzeszow, south-east Poland.

The congress name comes from the 590 barcode prefix on Polish-produced goods.

Polish businesses have been developing for 30 years and are now Poland's biggest treasure, President Duda said.

"Small and medium-sized companies constitute over 95 percent of all economic entities in our country", the president stressed.
Referring to the second edition of the congress, Andrzej Duda stressed that it "underlines a significant area of cooperation and the will of cooperation between public administration - primarily the government - and business in general".

"Of course, we do have huge, great, globally-competitive companies, mainly based on state capital, public capital. However, the majority of employees (...) earn their wages and support their families thanks to the innovative thought, work, involvement and business ideas comeing from ordinary citizens, Polish people setting up their own businesses", the president stressed.

Good pay and investments key to economic development

"Absolutely, the clear majority of Poland's national wealth is being created by small and medium-sized enterprises. They account for over 95 percent of all our country's economic entities", the president observed.

In President Duda's view, pay is an element of entrepreneurs' competition for the best workers. "My great ambition is that in terms of pay, and therefore families' quality of life, we come closer to Western Europe. We will not close the gap if Poland remains a country of cheap labour", Andrzej Duda said.

In this context, the head of state appealed to employers to raise the pay of women who could resign from work due to the 500 Plus family aid programme.

"In my opinion it is a mechanism of the Polish economy's development. It will not develop well if workers are not well paid", he stressed.

He went on to appeal to the government to create conditions conducive to entrepreneurs investing.

"Huge sums of money are accumulating in the accounts of Polish businesses. In order to mobilise that money, good credit is needed supporting that type of decision", he said. In turn, he appealed to entrepreneurs to have the courage to invest.

Gov't eager to foster Poland's development

According to President Duda, the governing camp's programme will offer economic development opportunities for every citizen and every part of the country.

"It is a programme that is aimed to promote equality in Poland in terms of development, between the well-developed and the more neglected regions that had been overlooked in development programmes. The point is to achieve what we call sustainable growth", Andrzej Duda stressed.

The president said that during the previous edition of the congress the government had stopped short of announcing favourable forecasts.

Now the government can be proud of its performance, he noted.

Last two show increased VAT income is possible

"Two years of the Law and Justice government have shown it is absolutely possible to increase income from VAT", President Andrzej Duda said.

He added that the money did not come from nowhere and had previously found its way into people's pockets rather than fuel the Polish economy.

The president drew attention to the fact that "ratings agencies all over the world are today upgrading forecasts of Polish economic development, and GDP growth".

He explained that the Polish government had forecast significantly lower GDP than was actually the case. "For the whole year, we expect about 4 percent growth, while we used to say it would be just above 3 percent", Andrzej Duda said, adding, "We said it was better to estimate cautiously than to overestimate, than to brag and later not fulfil our obligations".

He noted that not everybody was pleased with that growth as "that VAT, that the money used to be misplaced somewhere". "It is not the case that it suddenly appeared out of thin air. It would wander into someone's pocket rather than fuel the Polish economy. Before, it was not possible to use that money for the welfare of the public, for the well-being of the country and the the society", he undelined.

"We said 'such possibilities and such potential certainly exist', for which we were ridiculed", the president asserted. In his view, two years of the Law and Justice government "have shown that it is absolutely possible". "Maybe even more is possible", President Duda concluded.

Gov't should give entrepreneurs best investment conditions possible

"I appeal to you, to the government, to create the best possible conditions for investments to be made, and for the introduction of programmes enabling (...) credit for entrepreneurs", the president said.

"Huge sums of money are accumulating in the accounts of Polish businesses. In order to mobilise that money, good credit is needed to support that type of decision". In turn, the president appealed to entrepreneurs to show the courage to invest.

"We will absolutely do everything for you to have the best conditions. We will meet with you at congresses like this, and I hope at many congresses here in Rzeszow, to discuss the development prospects of Polish business. (...) So that in a few years, we will be able to say that not only in terms of ambition and character, but also in terms of (...) development and standard of living, Podkarpackie (province) is like Bavaria. We have to put in a lot of effort together, but I am sure we can do it because we are a nation of intelligent and determined people, and we know how to work", the president emphasised.

„I'm betting on Polish business”

He added that the congress provided an opportunity for him to listen to the voice of business. Andrzej Duda announced that he had arranged to meet Science and Higher Education Minister Jaroslaw Gowin for a presentation on the second innovation bill, which will introduce further solutions encouraging entrepreneurs to undertake research and development activities, and take on the risk of implementing new solutions.

The president noted that there were representatives present at the forum who had accompanied him to Ethiopia, where development possibilities were discussed. He said many people wondered whether it was worth doing business there, adding that there were certainly people in the room who were conducting investments in Africa, a continent he identified as having good prospects, although having its own specific character.

"Within the framework of carrying out foreign policy I have decided to bet on Polish business, including very young business, which is said to be the most risky, I mean start-ups, but not only", President Duda said.

He thanked representatives of start-ups for their presence at the congress and underscored that he believed many Polish entrepreneurs, especially young ones, were capable of achieving "simply unimaginable" things. (PAP)
