President declines to ratify Doha amendment to Kyoto Protocol
President Andrzej Duda on Tuesday declined to sign the law on the ratification of the Doha amendment which was to extend the period of validity of the Kyoto Protocol in Poland to the year 2020.
The Kyoto Protocol signatories pledged to reduce greenhouse gas emissions by at least 5 percent compared with 1990 levels between 2008 and 2012.
Before signing an international agreement having an impact on the functioning of Poland's economy and linked with social costs should be preceded by a detailed analysis of the legal and economic consequences. In the opinion of the president such impact has not been sufficiently explained in the course of legislative work.
This December's UN conference in Paris is expected to bring a global agreement aimed at limiting the rise of temperature on Earth by two degrees compared to the pre-industrial era.
